Angling competition held at Daporijo

Daporijo, Apr 17: The people of Daporijo enjoyed a different kind of activity of fishing (Angling) competition on April 14 and 15 here at the Cafeteria River View, Sikarijo in  presence of Deputy Commissioner A. Abhayankar, HoDs and the public. Abhayankar, appreciating the event, said that such competitions would help promote tourism and increase the flow of tourist in the area. He encouraged for organizing such tourism related events from time to time.

Tourism Information Officer Dikchu Raji spoke on the need to streamline tourism activities in the district to make it more efficient and tourist friendly.

The first, second and third position winners of the competition Tatus Gumja, Yaning Batak and Degin Ekke respectively were awarded with trophies and cash prizes.

The first of its kind Fishing Competition in the district was organized by Yami Yekar, Member ATMA (Agricultural Technology Management Agency), Daporijo and about 300 participants from the district and also from West Siang, Lower Subansiri and Kurung Kumey districts took part. DIPRO

 

Union alleges discrepancies

ITANAGAR, Apr 17: All Nyishi Youth Association Capital Complex Unit (ANYACCU) has alleged issuance of Land Possession Certificates (LPC) to land encroachers by the department concerned whereas those persons who are permanently residing in capital for many years have not been issued the LPC.

ANYACCU said that the concern department should verify and maintain a system while issuing the LPC.

Those people, who are permanently residing in the capital with proper documents, are deserved to be issued LPC,  ANYACCU said and urged the S.K and Mondal to look into the matter and initiate action against encroachment of land and maintain their duty properly. Due to encroachment of land some people are facing lots of trouble, it added.

 

Improve school infrastructure: Union

ITANAGAR, Apr 17: The Nyapin Sangram Phassang Students Union has expressed hope that Chief Minister Nabam Tuki will give special attention to the education sector during his proposed visit to the 19th Nyapin Sangram assembly constituency.  Union sought attention of CM towards infrastructural development of Polytechnic College at Laying Yangte and Govt College at Nyapin.

The foundation stone for Nyapin College was laid by then Chief Minister Late Dorjee Khandu on December 5, 2008 and subsequently a principal was posted in the college, but no development has been witnessed since 2009, the union said.

 

House gutted down

ITANAGAR, Apr 17: A house at Birup colony near Rajbhawan Itanagar was reportedly gutted down on Sunday. Nothing could be saved  as the fire razed the house to the ground. It is said Central Reserve Police Force (CRPF) jawans who rushed to the spot had successfully doused the fire before it spread to another house which was partially damaged. Meanwhile, Birup Colony Welfare Committee sought immediate relief for victims.

 

Dharna at Raj Bhavan

ITANAGAR, Apr 17: Expressing displeasure at  the  authority for failing to arrest the culprits involved in the attack of Haku Tatak, a law student, on Itanagar- Naharlagun road on April 6 last, the  Adi Baane Kebang Youth Wing, Itanagar has decided to launch peaceful dharna  in front of Raj Bhawan gate, on April 23.

Earlier, several organizations have raised their voice against the brutal attack on Tatak and demanded immediate arrest of culprits but the authority seems clueless even after ten days of incident.

 

Press fraternity sets April 24 deadline

ITANAGAR, Apr 17: The press fraternity during a meeting has decided not to entertain any press releases issued by the govt, including reports from the districts sent by the govt authorities and all nongovernmental organisa-tions including students, community based and others from April 24 till the culprits involved in the attack of the Arunachal Times are booked and punished. This decision was taken  in a joint meeting of the Arunachal Pradesh Union of Working Journalists and Arunachal Press Club this morning at Itanagar. The members present also demanded the government to provide necessary security to all the press establishments in light of repeated attacks on media persons and media houses.

Both the organisations have also demanded a special investigation team to investigate  against all pending cases of attacks on media houses and persons, including the Sunday attack on this daily.

The office of this daily was attacked on Sunday afternoon by identified masked men. Atleast ten miscreants carried out systematic attack in what looked like a coordinated and well planned attack.

 

High mast lighting system at Seppa

Seppa, Apr 17: Two high mast lighting system at Abotani Manch and Police Station here funded under ‘System Improvement Scheme’ under SPA 2010-11 was inaugurated by local MLA Tapuk Taku on April 16.

Present on the occasion were Tage Tado, ADC, J.Gibi, EE (E) Power and team of market welfare committee, among others.

 

AR organizes pulse polio immunization camp

Changlang, Apr 17: A Pulse Polio immunization camp was organized by 4 Assam Rifles at Changlang recently.

The programme was conducted under Army’s Civic Action Programme and as part of their ‘Winning Hearts And Minds’ operation in order to create an environment of trust and good will between the security forces deployed for CI operations and the locals of the area. DIPRO

 

DKYC rubbishes allegation

ITANAGAR, Apr 17: Diso-Katu Youth Club (DKYC) has rubbished the allegation levelled by All Upper Subansiri Intellectual Forum and BJP against Gusar circle NLCPR scheme tender process. Claiming that the allegation was levelled without any substantiation, DKYC   in a release asserted that the tender process was conducted peacefully as per the norms.

 

Union seeks action against Assam officials

ITANAGAR,  Apr 17:  Condemning the recent border skirmishes All Lower Subansiri District Border Students Union (ALSD-BSU) today sought action against Assam forest officials who assaulted village elders recently at Dollungmukh in Lower Subansiri. Union also said that area is deprived of developmental activities due to boundary related incidents. It sought for an immediate solution of boundary issue between Assam and Arunachal.

 

Check ILP documents properly

ITANAGAR, Apr 17: All Capital Complex Contract Workers Union appealed to the concerned authority to check illegal migrant labours and properly check documents of ILP applicant.

Alleging production of fake documents to obtain Inner Line Permit by labour from outside, the union said that the concerned magistrate should properly verify the ILP applicants’ document. The applicant along with his employer should also be personally present before the concerned magistrate to ensure authenticity of the applicants, it further said.

 

Rangsomhum inaugurated

ITANAGAR, Apr 17: A Rangfraa temple (Rangsomhum) was inaugurated at Pongkong village of Tirap by the Secretary General of Rangfraa Faith Promotion Society (RFPS) yesterday. This is the fourth Rangsomhum of Tirap district.

Over 300 devotees from nearly 15 villages of Tirap and Changlang districts were present in the function. Besides the Secretary General and the Assistant Secy. General RFPS, important figures like the Chief Rangsamaal (Chief spiritual healer) of Panlom village under Changlang district, the Chiefs of Kothung, Longliang and Pongkong village and the Secretary of Tirap Indigenous People’s Society (TIPS) were present on the occasion.

Secretary TIPS Chaphung Wangsu appreciated RFPS and its movement to preserve and promote indigenous faith and culture by creatively responding to the situation and also thanked it for inspiring the people of Tirap in doing so.

The Secretary General RFPS highlighted the basic philosophy of Rangfraism and its positive impact on the individual and the society as a whole while the Chief of Kothung, Hakhun Lowang stressed on the indispensability of the philosophy, its values and importance for the present times.

The focus of the programme was obtaining of holy water directly from the almighty Rangfraa, which was sprinkled on the devotees present. The programme finally concluded with prayer for the well-being of the entire humanity.

What’s a govt?

Dear Editor

It’s surprising that no arrest has been made so far and the persons involved in vandalizing the only media house for which Arunachal is known. The assaulters may feel proud of their cowardice deeds. Is it the way that a government functions?

Really I dont not know what exactly a govt is.

During 1980s, a hydel project was to set on river Sisiri(Sisar) which people welcomed greatly. The turbines, reservoirs and two quarters and the power shed may be lying as it is. The govt. can initiate such small steps to harness smaller rivers without fighting with those who do not want development. Dambuk (Sisiri project) is left out as it is.

They establish C.O./EAC/SDO/headquarters with few staff quarters which are not at all occupied by staffs and the buildings are lying like cow-sheds. The building constructed are also not up to the standard specification. If so much money is to be wasted in every department and agency, why can’t they pay their own employees on time?

Please look after Nyapin College

Dear Editor,

Youth and senior students of the Nyapin Sangram and Phassang area while welcoming the proposed maiden visit of the Chief Minister Nabam Tuki to the area on April 22-23 hope this visit would accelerate the developmental process in education sector and health on top priority.

On behalf of the senior students of the area, I would like to appeal to the Chief minister for immediate attention to already Govt. approved college at Nyapin and  polytechnic college  at Layang Yangte.

The foundation stone for College  was laid down by the Late Chief Minister Dorjee Khandu on 5th Dec 2008. A Principal of the college was also posted and a few infrastructures have been erected but nothing tangible has come out in this direction from 2009 onwards.

It is an appeal from the people and the student’s communities of the area to the Chief Minister for his immediate attention to the College at Nyapin on top agenda.

A step forward for Daporijo

Dear Editor,

People express their opinions about the present condition of Daporijo with differing perspectives.  Someone says it a dirty place, while others say that the people of Daporijo are facing discrimination in various fields.  Despite all these perceptions, Daporijo is presumably going to become a knowledge hub after the chief minister laid the foundation stone for a degree college recently.

Earlier, most of the poor students of Upper Subansiri could not continue their study due to lack of higher institution of learning. Some of them tried to pursue their study in colleges in the Capital Complex but they had to abandon it due to poor financial background. Now, at least we can hope, our students will able to continue their study in their own district.

Thanks to Chief Minister Nabam Tuki who realized the problems of student of the district.

The jobless youth force

Large proportion of the young population of the country lacks adequate skills and training needed for decent employment, says a report.

This situation can hamper the country’s economic growth if not addressed on time.  If not addressed properly it can lead to a slowdown in the country's economic growth, the report said.

According to the report, the principal reason behind India's growth is its youth force, the largest in the world. However, millions of young Indians are jobless because they do not receive proper vocational training.

It further said that though 90 percent of jobs in sectors like information technology (IT) and IT Enabled Services (ITES), biotechnology and the services sector are skill-based and require training, only six percent of the total workforce receive such training.

The report also predicted that 2011 will be a boom year for the IT & ITES sector, accompanied by a corresponding rise in salaries.

Currently, IT and ITES industry alone provides direct employment to about 2.23 million people and indirect employment to a further eight million.

With unemployment already a massive burden, government should ensure that adequate skills and training are imparted. A shift in funding and opening up of more institutions of higher technical education and vocational training need to be in the priority lists.

The education sector, despite economic boom concentrates more or less on the traditional subjects. If India has to provide jobs to its youngsters, a shift towards technical education is a must.

LSHEP public hearings postponed yet again

Protestors burn down Jaypee camp

PASIGHAT, Apr 17: Yielding to unprecedented pressure and opposition by the people opposing 2700 MW Lower Siang Hydro Electric Power, proposed by Jaiprakash Arunachal Power Limited (JAPL), the Arunachal Pradesh State Pollution Control Board was forced to postpone the public hearings at two places today.

The first one was supposed to be held at Jeying in Upper Siang today and second one at Rottung in East Siang on Wednesday.

The DC Upper Siang said that roads were blocked by the protestors at several points and situation was not conducive to conduct the proposed hearing while his East Siang counterpart Talem Tapok said that he recommended postponement due to apprehension of break down in law and order.

The next hearing is slated at Gumin Kine in  West Siang on April 20. It is unlikely that the hearing would be conducted as there is stiff opposition there too.  

Activist Vijay Taram hailed the postponement of the public hearings. He said that government should respect the demands of the people and should not force the mega project on them. He warned the government and the Pollution Control Board that any attempts to conduct hearings in future would be resisted. It is reported that police has issued arrest warrants for at least 35 people. Such an action could further anger the people, who are already opposed to the coming of the project.

This is the fourth time that the public hearings were notified and postponed because of the protests.

In Jeying, it is reported that only four people came up for hearing apart from the employees of the JAPL.

When the district officials and APSPCB officials arrived with police at the scheduled time for conducting the hearing, almost no one had arrived from the neighbouring villages at the spot. Then on the request of the protestors gathered, the officials cancelled the hearing.  Around 10 vehicles of JAPL were destroyed and few people, mostly employees of JAPL were manhandled by the anti-mega dam protestors when they were leaving from Jeying to Pasighat after the cancellation of the public hearing.

Earlier this morning, the dam protestors numbering more than 300 burnt down the stage constructed for the public hearing and destroyed the furniture and materials put up at Jeying.

On their way back to Pasighat, the protestors venting their resentment against the LSHEP burnt down the Jaypee camp situated around 4 kms from Bodak village on the Pasighat- Mariyang road.

‘Go back Jaypee, No to Siang dam’ echoed in the air for long while the two large godowns and two barracks were completely razed down.

However, the situation was peaceful in Pasighat town and neighboring areas and no incidents were reported. Few vehicles were witnessed plying between the Pasighat- Pangin road.

According to sources, two companies of CRPF personnel were stationed at Jeying alone for the hearing further angering the protestors.

There has been palpable tension since last month after the notification of the public hearing for the 2700 MW LSHEP.

The prolonged protest and voices against the LSHEP by the people of Siang valley has been growing while the authorities in retaliation have brought intimidating number of police and para-military forces into the three Siang districts.

Apart from numerous village level organizations, Siang Peoples Forum, Adi Students Union, Forum for Siang Dailogue, All Mebo Students Union, Paktu Ao Welfare Association, Dam Affected People of Sirit- Siyom, Siang Bachao Federation, and Eastern Adi Students Union are the front runners opposing the mega power projects. Youths, middle aged and old people enthusiastically ensured that the public hearing was cancelled.

 

 

Misplaced perspective

Conventionally, in a demo-cratic set up, it is expected that an elected government would at least ensure security of its citizens.  Going by the recent trends in Arunachal, however, we might have to even stop expecting because the government has been mute spectator even as the law and order in the state has taken a nosedive.

A dozen murders took place across the state in recent months. No one takes note, not even the media.

There are hundred cases of intimidation on government employees as they rush to meet the financial year deadlines. Situation is such that theses victims of physical and mental assaults do not even have the courage to report it to the authorities.

Perhaps, it would help if the government do some soul searching and introspect why citizens including government employees do not take the pain to report such incidences. Isn’t it a clear sign that there is lack of trust and faith in the workings of the institutions of the government?

These intimidations and assaults will only grow bigger with time if drastic steps are not taken.  A congenial atmosphere must be created where the victims at least have the courage to go to law enforcing agencies. Before we brand victims as cowards, we must also find out why they keep mum. Obviously it reflects on the government’s failure to give basic security to their own people.

Yours truly understand the fact that the government consist of the same party and the politicians who kept quite while the state burnt as they fought among themselves for the chair. It is clear that the Congress government doesn’t have the moral authority to crack down on those who indulge in violence since the present government itself was formed amidst unabashed violence. It is indeed utterly appalling for common citizens as they battle daily lawlessness.

We are yet to know whether the government has any plan to act to contain crime, more so in the capital region or they would continue to hold on to their chairs without worrying about people who elected them. We can only hope. But each time we hope that there are instances to dash our hopes.

Take the recent attack on The Arunachal Times. We still don’t know what led to the attack but what is very intimidating is the fact that it was carried out in broad day light, right in the middle of the town.

It was not only an attack on an institution which is known for its impartial stand but it was also a tight slap on the face of the government and it agencies and a reflection on lawlessness.

But look at the contradiction, while government is least bothered about the security of the people; it had no second thoughts as it deployed hundreds of security personnel to enable the conduction of public hearing at Jeying to pave the way for 2700 MW Lower Siang Hydro Electric Project despite the fact that most young educated people are opposed to the mega project. The violent reaction was palpable right from the beginning and this time government has to take the responsibility for provoking citizens to resort to violence. Atleast an attempt to build consensus should have been made. Clearly, the perspectives are misplaced. But do people in power have perspective at all?

 

 

Ering apprises Raju on border conditions

ITANAGAR, Apr 17: Member of Parliament Ninong Ering today met Minister of State for Defense MM Pallam Raju in New Delhi  and apprised him about the hardship faced by the people of border areas like Tuting, Gelling, Anini, Kibitho, Wallong, Changlang and Khonsa due to poor and absence of proper road connectivity.

The MP also discussed with the Minister about the poor condition of Khonsa-Margherita road which has been declared as National Highway. He impressed upon Raju to provide fund for the said road within this financial year. He also informed the Minister about slow progress of work by Border Roads Organization in Tuting and Anini areas.

 

 

Fire awareness camp

ITANAGAR, Apr 17: The Fire Station Itanagar conducted  a fire awareness camp at Chandanagar in collaboration with Itanagar Market Welfare Association (IMWA) today as part of fire awareness week.

Officer incharge  Keji Tayum briefed on the fire precautionary measures and quick escaping rules during emergency. He disclosed few fire safety tips such as unplugging of all electrical appliances after use, putting guard around open fire, closing the door of unoccupied rooms, using smoke detector for early alert, contacting the fire brigade with proper address and location of the fire.  He informed that a mock drill on fire would be demonstrated by fire team at Gohpur Tinali on April 18.

The fire team demonstrated fast aid tactics and uses of fire extinguishers.

Meanwhile, IMWA vigilance secretary Bamang Taping appreciated the efforts of the Fire services team and requested the public to participate in the mock drill  to be organised at Gohpur to learn much knowledge about the fire to save the life and properties.

 

 

Orgs condemn attack on Daily, BJP demands full-time HM

ITANAGAR, Apr 17: The Bharatiya Janata Party Arunachal Pradesh condemned the incident of ransacking of Arunachal Times office.

Expressing serious concern over the repeated and unabated attack on media personnel, ransacking, threatening of media houses, BJP   said the state government’s inaction to check and control anti-social activities reflects the hollowed and weak administration. The government is duty bound to protect the life and property of the people and improve law and order situation, it said.

The BJP demanded for full time Home Minister who would devote necessary time and energy in handling the deteriorating law and order problem in the state.

Though it is prerogative of the Chief Minister to allocate portfolios, the state Govt can not overlook the threats on the life and properties of the citizens, the BJP said.

The party also demanded adequate compensation for the damages caused to the media house and necessary security to all local media houses.

“The state government, which has failed in all fronts to bring the law and order problems under control, has no moral right to continue in office leaving the people at the mercy of the anti-social elements,” BJP added.

Arunachal Pradesh Building and Others Construction Workers Welfare Board (APBOCWWB) Chairman Jalley Sonam expressed deep shock after hearing the news of vandalization of office of this daily.

Sonam, who is currently at New Delhi to attend INTUC meeting, described the incident as inhumane and a tactic to put pressure on Press and media to weaken their role in bringing socio-economic change in the state.

This is not only an attack on The Arunachal Times but also entire media fraternity and civil societies of the state.  It would definitely set a wrong precedent to the youth in their approach towards media in the state, Sonam said and urged the law enforcing agency to deal with those responsible for the attack.

“It is very unfortunate to learn that some miscreants have gone on rampage damaging as many as six computer sets of the daily without any reason,” said Youth Network Movement of Arunachal (YNMA) in a release.

While demanding the police to bring the culprits to book immediately, YNMA said that such kind of attack discourages the media fraternity to work freely. “Let them work freely,” it said while describing the role being played by media in today’s world.

It also appealed to all to develop a positive mindset and attitude which is very essential to life.

Demanding deployment of security personnel at each and every house to protect them from such attack in future, YNMA further said that the duty of security or police personnel is to safeguard its citizens from any untoward incident but not to reach on the spot after the incident happened.

The Arunachal Citizens’ Right ( ACR ) while vehemently condemning the vandalization of the office of the Arunachal Times strongly urged the law enforcing authority to nab  the culprits and award them exemplary punishment.

ACR also urged the state Govt. to immediately separate the executive from the judiciary for speedy disposal of the pending cases and quicker delivery of the justice.

While condemning attack on the office of Arunachal Times, Galo Students Union (GSU) has urged state government to take serious note of the incident. GSU stated that attack on a leading newspaper like Arunachal Times sends a very wrong signal about Arunachal to the rest of the world. Union said if media institution is brazenly attacked in broad daylight, then safety of ordinary citizen of capital is also at risk.

 

 

NCP questions financial position of the state

ITANAGAR, Apr 17: Continuing its tirade against ruling party for alleged deteriorating law and order situation in the state and failure to protect the Arunachalee people in boundary area, Nationalist Congress Party, Arunachal Pradesh unit president Ngurang Pinch said that presentation of 218.05 crore deficit budget in the recently concluded Assembly session indicated the incompetency of the Congress government in the planning and developmental process.

Expressing surprise over announcement of hefty amount for infrastructure development of newly created Longding district by Chief Minister in recent past, Pinch wonders, how the Govt which depends on “borrowing economy’ would able to provide fund.   

Pinch said, the state Govt is evidently giving an enormous disservice to the people and their development aspiration and creating a world record financial hara-kiri by ways of withholding the payments for the contractors, not paying regular salaries to the government employees, not releasing the student stipends and making announcement for unproductive schemes like up-gradation of various administrative circles without proper planning for  infrastructure development and deployment of  manpower.  Citing an example, Pinch said “Nyapin Centre which was upgraded to ADC Hq is detrimental as there are no officers being tallied on duties for the ADC office since the CO used to manage it somehow.”

Lashing out at Govt over financial mismanagement, Pinch said  Govt had spent above  Rs 700 crore by way of allotment and LoC issued on flimsy works without any reasonable purpose at the fag end of the financial year inspite of the poor  financial position.  The NCP said that the Govt. should ask the work departments like PWD, WRD, PHED  to return  the allotted money for “unjust and useless expenditure.”

The party further said  more than Rs 800 crore was received by the state Govt during 2010-11 under SPA. “Since the state did not issue tenders for any work under SPA during the financial year, again another

Rs    900.25 crores remained unspent in 2011-12 which were later deposited to part (5) which accounts to a total of Rs 1700.25 crore.” Pinch questions about the utilisation of  the SPA fund.

The party further said that state Govt receives Rs 500 and Rs 600 crore under CSS/CS/DoNER/NEC every year, but it failed to utilize the received amount.  Pinch urged the state Govt to bring out a white paper on financial position of the state and clear the doubts in the public mind.

Pointing out the recent announcement of fund by the CM for construction of mini-secretariat, SP office, college boundary wall at Tezu etc, Pinch asks does our Govt. have enough fund for implementation of the programme. “Theses continuous strings of mishap in the state are giving birth to a new face of tyranny there by jeopardizing the strong bond of brotherhood and integrity with other neighbouring states,” Pinch opined.

Pinch said that  the budget deficit should be dealt with a new strategy on "how to do more with less". The government should put the highest priority in those activities that pay the most dividends in productivity and growth.

Though the tourism, electricity, water supply, health and education have been given priority as revenue earning sectors, but the education and health sectors are the only panacea for social change with the formation of human capital which is pre-requisite in the present society, Pinch observed.

 

 

Society demands arrest of attacker

ITANAGAR, Apr 17: Abb Tebw Lappa Welfare Society (ATLWS) has demanded the immediate arrest of the persons involved in the attack of former ASM of Jote, Taba Tahi and his son Taba Vikash.  The Society said Tahi and Vikash were attacked with lethal weapons like dao, iron rod, stone etc by group of people near Gohpur Tinali over a land dispute on April 13. The condition of 50 year old Tahi is critical and he is currently undergoing treatment at Apollo Hospital, New Delhi, it informed.

According to the police source a meeting was fixed on April 13 to settle the land dispute between families of Taba Tahi and another group. However, even before the meeting started arguments broke out between the two groups leading to the brutal assault on Tahi and his son at around 10 am.

Meanwhile, ATLWS has warned that if the attacker is not arrested at the earliest, they will resort to other means for justice. They also urged civil society groups to support them and denounce such barbaric and inhuman act of attacking a 50 year old man with lethal weapon.  The Society also expressed concern over patronage given to the attackers by some prominent leaders instead of helping police to arrest them. Society believes that such acts are directly encouraging criminal activities in state capital.

Drawing reference of the recent attack on the office of The Arunachal Times, the Society said a section  of people in  the Capital Complex is encouraging criminal activities blindly and that is the reason why law and order situation is deteriorating. GBPIHED distributes saplings to promote tree plantation

ITANAGAR, Apr 17: GB Pant Institute of Himalayan Environment and Development (GBPIHED), North East Unit, Itanagar distributed 6000 saplings (of Teeta Chapa and Bonsum) and  50,000 large Cardamom plants in various villages of Apatani plateau under GOI-UNDP CCF-II project on April 16.

GBPIHED in collaboration with Nature Care and Disaster Management Society (NCADMS), Ziro has been promoting mass plantation of economically valued plant species like Taxus wallichiana, Michelia champaca (Teeta chapa), Phoebe goalparensis (Bonsum), large cardamom etc. under the said project titled “Biodiversity conservation through community based natural resource management in Arunachal Pradesh”.

An awareness campaign on biodiversity conservation and mass plantation of important plant species was also conducted at Hija village on the same day which was attended by about 70 participants, including Government officials, BMC members and villagers.

Attending the programme, Bullo Tama, Lower Subansiri District Horticulture officer eloquently praised the unique approach adopted by the Institute and Society to conserve biodiversity in the area. He urged BMC members to cooperate and play proactive role to achieve the objectives of the project.

M.S. Lodhi, Scientist of the Institute highlighted the objectives and other activities of the project such as piggery, fishery, home garden, tailoring etc. to minimise the dependency on forest and other natural resources.

Mihin Dollo, Programme Manager of the project highlighted the importance of tree plantation and other cash crops.

 

 

Workshop of Right to Education Act 2009 held

ITANAGAR, Apr 17: A three days national workshop on Right to Education Act 2009 was conducted at Hyderabad recently by Centre for Human Development, National Institute of Rural Development, Government of India, Hydera-bad.

On the occasion, Director of School Education Bodong Yirang focused on the status of implementation of RTE in Arunachal Pradesh.

During group work and inter group debate, Yirang emphasized the quality aspect of RTE such as age appropriate curriculum, text book and CCE reform, mother-tongue teaching in multilingual society, training of untrained teachers and capacity building and library learning resources in the state like Arunachal Pradesh, which were widely accepted for further recommendation to MHRD.

He further briefed that system success of RTE in India can only be ensured by paying attention to address the important issues like, competency of teacher and training, community mobilization, inclusive education and school infrastructure development with derived road map of RTE.

The workshop was attended by all the states and union territories.

 

 

Meeting to chalk out prog for Panchayat Day celebration

Yupia, Apr 17: Additional Deputy Commissioner cum District Panchayat Development officer Tarin Dakpe emphasized the need for active participation of grassroots level people and Panchayat bodies in National Panchayat Day celebration to make it a grand success.

Attending a meeting of all the ZP members, head of departments and administrative officers of Papum Pare district at DRDA conference hall here to chalk out programmes for celebrating National Panchayat Day on April 24, ADC Dakpe, who is also the in-charge Deputy Commissioner suggested for incorporation of public awareness programmes for the rural masses like health care, education, allied activities like horticulture, agriculture, rubber plantation, fisheries etc to make the celebration more meaningful and informative. He called upon Panchayat leaders to play a pivotal role in overall development of their respective area especially at the grassroots level.

Chairing the meeting Zilla Chairperson Nabam Aka said that celebrating the day at the grassroots level would ensure more participation of rural populace and will help strengthen the Panchayat system at grassroots level. She said that such occasion gives a good platform to Panchayat leaders to express their problems and grievances.

It was decided in the meeting that the National Panchayat Day would be celebrated at Sangdupota (Basarnello), under Mengio circle.

April 24 is celebrated as National Panchayat Day since the year of 2009. The day is celebrated to commemorate the day when the President of India gave assent to the 73rd Constitutional Amendment on April 24, 1993. DIPRO.
